The California Energy Commission states that, as of February 24, 2026, HEEHRA single-family retrofit rebates are fully reserved statewide and no new income-verification requests are being accepted. Approved reservations and eligible contractor requirements matter

The CEC explains that approved, income-qualified homeowners must work with a TECH-certified and HEEHRA-trained contractor, and a project must have an approved reservation before it can be funded. A waitlist is not an approved rebate.

Company offers are separate from public incentives

Golden Valley currently publishes a company offer of up to $1,500 off a qualifying gas-to-electric complete-system upgrade. That is a company promotion, not a public rebate. Eligibility, equipment, and offer terms are confirmed before work begins and cannot be combined with other promotions.
